Since the establishment of this link with its board capacity of potential project network, by way of co-operation and co-ordination through different positional project network, we are certainly proud to maintain our intention through willing heart and interest in our activities around the communities to sustain the betterment in providing beneficial and effective service to the people in their respective ward and the development of the three census division in Ganz Maling and Kalam in Madang and Jiwaka province.
We basically have the vision to uphold the co-partnership by re-emphasizing the community project development in rural areas and to work as a team in different specialized business channels within the informal communities to sustain a better living.
According to the National Government Vision 2050 and various other policy frame work including MTDG, ARCOD 1 and 2 with PNG SME policy being implemented by the national Government to focus on small business to develop and create healthy and wealthy society, which is captured in one of its pillars.
The act is designed to improve the quality, cost-effectiveness and timely provision of infrastructure and services in community projects .It structured objectives, transparent and competitive process for the related services, based on 2030 Agenda include a commitment to leave no one behind and to transform ward in to actions from the office of the prime minister James Marape. Is to provide our people’s basic needs, restore their trust and have confidence in government.
Gamaka project Consultancy was formed to be a public sector Link in associate with department of community development in Jiwaka and Madang provincial Government project consultancy support service link. This link was designed to direct associate to formulate persuasive documents to interpret dreams of struggling people in Ganz Maling and Kalam areas to meet ends.

BACKGROUND OF THE STUDY
Rural community development through self- help approach is an age’s long social activity in Ganag,Maling and Kalam society. Even before the advent of the colonial administration, people had at different time in history, organized themselves into group and had employed communal resource to provide physical improvement and functional facilities in their respective localities.
For example, communal labor was employed in constructing homesteads, clearing farm lands, roads and even some public utility, building such as “O-bas” palace, market stalls and town halls.
Some past attempts to achieve rural development failed due to the oil boom in the 1970s which gives the people erroneous impression that government should provide all their needs. Consequently the spirit of self- help was relegated. However, the Gamaka Project Consultancy Link was formed to re-emphasize the processes that can meaningfully tie up Citizen to participate in rural area for the purpose of self-help sustainability.
The use of self-help approach in the community development is considered as a process of social action in which the people of the community organized themselves for planning action, making groups and individual plans to meet their needs and solve their problems.
Generally, rural areas especially Lower Jimi and Usino Bundi in both Madand and Jiwaka province characterized by poor drainage system, low infrastructure services and social amenities, poor housing conditions, low income earners, and less Government projects to improve the social- economic lives of the people.
